Desiree Deputy Director at Ada County

Desireé Keeney

Deputy Director

Desireé is the Deputy Director at Ada County Weed, Pest, and Mosquito, where she has worked since 2007. She currently manages the field crews’ day-to-day operations while maintaining three distinct operational budgets. Desireé serves as the Idaho Representative for the Northwest Mosquito & Vector Control Association and sits on the American Mosquito Vector Control Association Science & Technology Committee. Desireé received her Bachelor of Science Degree in Biology, with an Ecology emphasis, from Boise State University.

Weed Crew Lead and Compliance Officer

Bryan is the current Weed Crew Lead and Compliance Officer for the East side of Ada County. Bryan has a Bachelor of Science in Agricultural Mechanization from the University of Idaho. Bryan began working with Ada County Noxious Weed Control in 2002 as a Compliance and Education Specialist. He now coordinates the weed crews through education and work order requests for landowners in Ada County, along with recommending enforcement actions on out-of-compliance landowners per Idaho Statutes. Bryan has also served as the Secretary for the Southwest Idaho Weed Control Association Board since 2003.

Doug was promoted to the current Weed Crew Lead and Compliance Officer for the West side of Ada County in November of 2014. Doug was a field technician for Ada County Noxious Weed Control in 2009, after spending 3.5 months as a temporary employee for with Ada County Mosquito Abatement. Now, Doug coordinates the weed crews through education and work order requests for landowners in Ada County, along with recommending enforcement actions on out-of-compliance landowners per Idaho Statutes.

Weed Control Field Technician II

Ray has been a Field Technician with the Noxious Weed Department since February 2014. He has been in the Vegetation Management Field since 1986, with both landscape companies and golf courses. Prior to that, Ray was an Ocean Systems Analyst with the U.S. Navy.

Weed Control Field Technician I

Kyle Ballard is a current Weed Field Technician and has been working with Ada County since the summer of 2017. Kyle has over two years of pesticide application experience in the state of Idaho. Kyle is also a member of the Idaho Army National Guard as a Combat Medic and has completed several international humanitarian missions. Kyle attends Boise State University, pursing a degree in Environmental Health and Safety (Industrial Safety).

Larry Shippy is a Weed Field Technician for Ada County Weed Control and has been with the department since 2015.

Jentry started as a full-time Weed Field Technician for the Weed Control Department in August 2018. Prior to coming to Ada County, Jentry graduated from Boise State University with a Bachelor’s degree in Sociology with a Leadership minor and a human relations certificate. He then worked as a Financial Aid Counselor at Boise State until he realized the office life wasn’t for him, so he came to Ada County to be able to work outside.

Chris has been working for Ada County Pest Control District since 2012. He began as a field technician, and was promoted to the new Pest Team Lead, this in 2018. Chris is responsible for the coordination of our four pest crews, in different parts of the county’s pest district. Through training, work order routing, chemical distribution and staffing needs, Chris keeps all related projects in order as well as providing landowners with advice on identification and control of pests. Chris is a current student at Boise State University, pursuing a Bachelor of Science in Applied Science.

Mosquito Division Coordinator

Rachel began working for Ada County Mosquito Abatement in June of 2018 shortly after she graduated from Boise State University with a Bachelor of Science in Environmental Studies, with a minor in Sustainability. She oversees mosquito management conducted by the Adulticide, Larvicide, and Surveillance teams at Ada County, and ensures all teams adhere to our Integrated Mosquito Management practices. Rachel is responsible for monitoring West Nile Virus throughout the county by collecting samples and testing for disease presence.

Adulticide Crew Lead

Charlie was hired full-time by Ada County Mosquito Abatement as the Adulticide Crew Lead in 2004. He joined Southwest Ada County Mosquito District as a seasonal Larvicide Applicator, in 2003. Charlie is responsible for ensuring correct chemical usage and rates and routing work orders requested by land owners and the surveillance lab for the crews. When disease presence is found from surveillance locations, he ensures thorough adulticide treatment, in accordance with the Ada County Integrated Mosquito Management Plan.

Robin has been the Larvicide Crew Lead for Ada County Mosquito Abatement District since 2014. She started with Ada County in 2011 as a weed field technician. Robin coordinates the larvicide crew in daily operations and is responsible for the training of field technicians, recording data from the larvicide field crew, and determining proper mosquito larvicide application usage and rates in accordance with Ada County Mosquito Abatement District’s Integrated Mosquito Management Plan.

Larvicide Field Technician I

Mason Castle is the current Larvicide Field Technician for Ada County Mosquito Abatement District. He began his work with Ada County in the spring of 2018, working with a seasonal crew. Mason now assists the Larvicide Crew Lead in field operations within the district. During winter months, he works to maintain and prepare larvicide equipment for the upcoming season. Mason has developed great experience when it comes to customer service and displays this often with county residents.

Lab Assistant/Field Technician I

Jacob began working for Ada County Mosquito Abatement as a Field Technician in March of 2018; three months later he was hired on full time as our Lab Assistant. Jacob received his bachelor’s degree in Environmental Studies from Montana State University. His time spent with the Surveillance and Larvicide Crew is attributed to improving the quality of life for Ada County constituents by managing mosquito populations, collecting samples, and testing for any mosquito-borne viruses.

Program & Education Specialist

Sam joined Ada County Weed, Pest & Mosquito Abatement in November 2018. As the Program & Education Specialist, he engages with the public via events, classroom activities, and social media to inform Ada County residents about Weed, Pest, and Mosquito issues, along with the services the county provides. Sam earned a Bachelor of Science in Environmental Studies from U.C. Santa Barbara and completed graduate coursework in Environmental Management at the University of Washington.
